TERMINOLOGY

WebRTC

A browser protocol for direct peer connections. Snowflake uses short-lived WebRTC proxies so a Tor client can reach a bridge when direct entry points are blocked.

Those proxies are short-lived, so there is almost no stable address to block. The transport does not change the Tor circuit underneath.
